At this point you should see all of your v10-13 plugins in Waves Central v13.

WC will probably pop up a Waves webpage to handle the actual login, so just follow what it asks.

When it gets to the Login screen, first turn your Internet back on.

At this point, Waves Central v13 will install.

To their credit Waves posted a page on how to install previous versions, but if you follow their directions, it doesn't work, because if you run the legacy offline installer that they provide, it instantly and automatically upgrades you to v14 of Waves Central and you are back in the same boat. Only v14 plugins are installable, if you did your updates or upgrades.
